In order to reflect how to improve teaching and learning, educators need regular time to examine their practice with the support of colleagues.
To ensure that students are offered the best educational opportunities, schools and districts must engage in research to understand the effectiveness of their programs and to develop new strategies to support learners. The state must engage in policy research and analysis to understand the impact of statewide policies and regulations. This research must be designed to influence the design and implementation of effective programs and policies, rather than summative judgments with penalties.
Many districts are moving towards student-centered, transformative practices. Under the law, “Unleashing Innovation in Connecticut Schools,” districts have a limited ability to apply for waivers to try new ideas, new strategies, and to customize education to their students’ needs.
