CAPSS Position on National Testing

The concept of national testing has become an issue of much debate in recent months. Such testing has the strong support of the President of the United States and his administration, as well as the backing of many other national leaders. The potential advantages of national testing are compelling. It could prove to be a powerful tool for documenting both the strengths and the needs of public school students. National testing could promote a much enlightened public debate and dialogue about public education. Such testing could ultimately be a catalyst for renewing our country's commitment to high quality education for all children.

Within this context, the Connecticut Association of Public School Superintendents (CAPSS), endorses continued planning for the implementation of national tests which reflects the following benchmarks:

1. The tests are administered by an independent and widely recognized testing agency/organization.
2. They are based on a clearly defined and productive statement of purpose which defines accountability goals and reflects strategies for the
improvement of instruction and the strengthening of professional development and training.
3. They are based on subject area performance standards identified by recognized professional organizations.
4. They are appropriately correlated or integrated with existing national (NAEP) and/or state (CMT, CAPT) testing and national norm referenced
commercial standardized tests.
5. They are developed in keeping with the highest standards for test construction, validity and reliability
6. All testing costs are borne by the federal government.
