TESTIMONY ON HB 7255 - AN ACT ESTABLISHING A TASK FORCE TO CONDUCT A FEASIBILITY STUDY REGARDING THE CREATION OF A  SPECIAL EDUCATION PREDICTABLE COST COOPERATIVE

The CT Association of Public School Superintendents (CAPSS) which represents the superintendents of CT’s public school districts supports enactment of HB 7255, AN ACT ESTABLISHING A TASK FORCE TO CONDUCT A FEASIBILITY STUDY REGARDING THE CREATION OF A SPECIAL EDUCATION PREDICTABLE COST COOPERATIVE, for the following reasons:

  • The establishment of the Cooperative as proposed by the CT School Finance Project has the potential of establishing annual predictability when it comes to local school districts’ expenditures for programs that serve special needs children. 
  • It is wise to conduct the wide ranging feasibility study as specified in the Act before implementing the Cooperative.
  • The membership of the Task Force includes representatives from all of the groups, including CAPSS, that have a valuable perspective on the matter.
